What do you think the true role of codex alimentarius really is ?

Is this true that codex has declared nutrients to be toxins and every dairy cow must be treated with monsanto's growth hormone and every animal used for food must be treated with sub clinical antibiotics. And they have plans to reduce the population to 3 billion by 2012.
