Abnormal rear tire wear. What is my problem?

I have a 1993 Honda accord and the left rear wheel is eating up tires. It is wearing the outside bald and scalloped. Its not even wearing the outside of the tire evenly. Half still has some tread and the other half is smooth. Its a little bit bumpy.
