Does Mayor Daley actually believe criminals CARE what the laws are regarding gun ownership?

I know seriously, if you have to OBEY the law and turn your gun in, it makes sense that those who planned to use the gun for UNLAWFUL purposes will DISOBEY the law. So you'll end up with a bunch of criminals who have guns and a bunch of law abiding people who don't, Not a good situation. Pathetic and desperate liberal optimism is hilarious.
